For getting around the city, a taxi is your best mode of transportation and then once in Old San Juan, walking is by far the most enjoyable way to explore; there is also a trolley that runs in the area. Local buses have a route running between the hotels in Isla Verde and Condado to Old San Juan. If traveling out of the city, a rental car is a good option — roads are in good condition and signage is like that of the U.S.
